The headline leads me to believe that it "is" the policy of the Church not to report priestly child abuse, molestation, rape etc. to authorities. But the first sentence of the article seems to suggest it "was" the policy not to report abuse.

Is it still the policy not to report such abuse by priests to the authorities? Or not? Does each Archdiocese get to decide for itself? What is the policy today?

I don't see why state law wouldn't trump this if a reporting law was in effect.
