According to publication 587, Business Use of Your Home, partners are allowed to deduct home office expenses, as long as the parternship agreement requires the partner to pay these expenses. Is parternship allowed to amend partnership agreement to retroactively state partner is required to pay these expenses?

Depends on State law.
