For a few year now I have been attaching photocopies of my clients brokerage activity to Form 8453 and mailing it to the IRS. Now on my software I see I can attach a PDF to form 8949 and accomplish the same. Is this mandatory?

One or the other is mandatory, yes. I've been doing the pdf attachment.

um, didn't the instructions to 8949 change this year?

I know, I know. Form instructions are not substantial authority.

Read the instructions as Kevin suggests. If no wash sales, and all covered (basis reported to the IRS) then you can enter directly on the schedule D (in Ultra Tax code 4 I believe) and not send in the detail.
