Anyone filed Form 23 recently, say within the last three months or so? How long did it take the IRS to respond? The instructions say about 60 days, but I read here that some folks received their enrollment card within two weeks of applying. I applied end of Dec, so am now (im)patiently waiting. |

For what it's worth (not much) I sent in my Form 23 in the first part of January 2008 and got my card at the end of March. The letter confirming that OPR had received my application didn't show up until two weeks before the card did. But I have heard that some folks around the same time got their cards in as little as three weeks.
All of this points up the desirability of keeping your CPE current; you never want to go through this waiting game again! |

Oh, and OPR also sends you a nice, suitable-for-framing diploma-form Certificate of Enrollment. It doesn't have an expiration date on it so it's just for show but it DOES have a large, gold-foil Treasury seal on it. So clear a spot on your office/cubical/living room wall/divider/bulkhead for it while you are waiting! |

I mailed my application on 12/26 and my check cleared on 12/30. All my returns had been timely filed, by 4/15. By the way, how big is the enrollment package? |

So you know what to look for in the mail?
It comes in an 8-1/2 by 11 flat envelope containing your T-card, a nice cardstock diploma folder containing the diploma certificate, and an appropriate letter of congratulations. Patience, patience...it WILL arrive and when it does, you can make your significant other buy you a pizza dinner to celebrate! (No anchovies.) |

Taxea, the irs instructions say to only contact them after 60 days (or was it 120?). I'm nowhere near there yet, so I'll just sit and wait it out for now. |

Instructions for form 23 say after 60 days you can call to find out your application status. |

I mailed regular mail form 23 after passing the part 3...I was expecting quicker response but looks like 60 days might be accurate...I can not start calling myself EA until I get the stuff in mail...right? |

You can't actually say that you are an EA. I advise you to have some cards printed up that say "Ask me if I'm an EA." This way, you are not saying that you are an EA.
When the prospective client asks "Well, are you an EA?" You respond that you are too modest to take credit for such a thing, then *wink*, and ask if you can help them with their taxes. Pretty soon, you'll have your sheepskin in the mail, and this will be just a blip on the radar of your memory. |

It's not really a sheepskin...unless it was a very cold sheep...but it IS reasonably suitable for framing. And no, you can't use the title because you don't know if you passed the background check until your packet actually arrives. |

Called 2/25, turns out even though my check was cashed on 12/30, my application didn't actually get entered into their system until 1/8, which is when the 60-day processing period begins.
Called again today and was told I am officially an EA (as of 3/6). I should get my card, etc. in the mail soon. Yay! |

GoalieEd: Have you received your card yet? I received mine last week. The package was postmarked 3/9. It took awhile because they wrote the incorrect zip code. I was surprised they handwrote the address on the envelope, addressed me as Mrs. "Smith", rather than by my full name. And I am not even a Mrs. No big deal, but all this time, I was on the lookout for a big envelope with a typed up address label. I never got the acknowledgement letter. |

I send my application in early January , I finally received a response from the office of practitioner enrollment with a contact person number. The letter states that they sent my application to Washington for further review and consideration. Let numerous messages and email for my contact with no response...As anyone out there got this type of letter. I am been a tax practitioner for 30 years with a spotless background? Any thoughts? Woops, I see you've already done that. Well, you've drawn attention to yourself. Try to stay low. Even the red lights have cameras now, so you'll have to stay off the street. Have a neighbor get your mail for you and stay indoors. I think you'll eventually get approved. When, I don't know. P.S. You and your family should wear sunscreen just in case they try to X-Ray the house. They have unmarked vans that do this, so BOLO. |

I sent my application in on September 14th, received my return of reciept on September 18th. They cashed my check September 20th. On the application form it actually says 60 days. I began getting anxious a few weeks ago and called and they said would process in about a week. Just called yesterday and they said it was processed and mailed on Tuesday the 6th of December. I have yet to receive the certificate or enrollment card, although the IRS lady gave me my number. So I would wait about 70 - 75 days. |

Yabbut if the nice lady gave you your enrollment number, I think you can start calling yourself an EA. I don't think the physical package is really necessary (though it DOES say you have to sign the card). |

Enrollment number...we're people only if we have a number...didn't used to be that way. The New Mexico State Bar only began assigning Bar numbers in the 70s. Before that, you were known by your NAME. Heck, I didn't get my SSN until I was sixteen and looking for my first job. Nowadays, the official birth record and SSN account are created at the same time, within a few days (or hours) of birth. Sigh. |

Agreed. Form 23 instructions does state that it takes 60 days to Process Your Form....however the IRS Website says that it takes approximately 120 days to Receive Your Card.... [1]

I mailed my application and check on 09/24. My check was cashed 09/28. I waited the required 60 days and inquired about the status of my application via e-mail and phone messages. I finally received a call back 3 1/2 weeks ago. The IRS rep said they were not finished processing my app and to give them a week. I have left many e-mail and phone messages since, but I have received no response. I never received an acknowledgement of receipt of my application in the mail. Is the card still mailed with a certificate in a 9 x 12 envelope? I heard that the IRS speeds up toward the end of the year in order to get apps processed. Have any of you experienced that?

What I did in regards to contacting them as they never would answer the phones or respond to your email if you call the number they list for enrollment. I actually called and there message box was full so I couldn't even leave a voicemail. What I did was some how got to a enter a extension in and I entered 1234 and someone actually picked up. It wasn't the right person, but they referred me to someone and actually was able to speak to someone in the department right then and there. Just a suggestion if you really want to reach them. I passed 3 parts of the EA and submitted my EA application (form 23) and paid my fee on-line. Am I good? Or I must mail that actual form to the U.S. Treasury/Enrollment PO Box 301510, Los Angeles, CA 90030-1510. It's so closed to tax season and I did not receive any response from IRS. The online form submission/payment is new to me as well, but I used it for my EA renewal this year. Based on what I've read, once you submit the form/payment online you are good to go. I guess I'll figure out if it worked or not in the next month or two... |

I finally reached someone today. My packet was mailed December 21. I can't imagine it would take that long to get here even with the holidays. They said wait until Monday and call back if I don't receive it. I did get my number though.

I mailed my application with the 3 passing letters on November 18, 2011. I haven't received my card yet in the mail. And whenever I call I am asked to leave a message. I'm hoping to get my card before the end of the month. |

I did a little snooping around in the OPR website today, reading a dozen or so of the OPR disciplinary decisions...most of the recent ones concern folks who fail to file and pay on time but of those, all were a multi-year pattern. |

Latest update regarding EA approval...
I submitted form 23 on Oct 31, 2011, the IRS cashed my check on Nov 3, 2011. I received my package today Jan 11, 2012. The 9x12 envelop was postmarked on Jan 6, 2012. There are 4 items inside the envelop: - The EA certificate - The pocket card signed by Karen L Hawkins, Director, Office of Professional - A letter of their approval for my application on Jan 4, 2012 - A disclosure letter and how to request a change to your information if needed So it's approx 65 days to be approved for me... I had one IRS audit in 2003, minor thing regarding to my capital gain. I just had to send them the stock split records and paid about $50 dollars for the mismatch on my capital gain... I'm all set now! good luck to you all! |

So the frustration begins! I am a bit of a late bloomer- passed all three parts of the SEE exam on January 20th. I mailed everything off on January 21st and like many of you, my check was cashed within 3 days of mailing. Today marks 61 days, so I called to follow-up on my application- (Thank you to all those that recommended pressing 1234- that really does work to get you to a live person otherwise you are immediately dumped into a voice-mail). The lady that assisted me said she is still working on applications from the first of January and to call back in 3 more weeks. Does that mean they haven't even started working on my file? I'm not sure. Meanwhile, I am still waiting on my EFin number. They said they require my EA number before they can complete my request. They agreed to send me a fingerprint card but I have no idea how long that is going to take. And the 3 returns I agreed to complete for the Financial Planning firm I work for as a favor to them, (we don't do tax returns at our firm- I was going to prepare taxes on the side), will either have to wait to the last second to file, or file as paper returns. I should have known better. |

IRS Addresses Enrolled Agent Renewal Delays The IRS put out the following information on its progress in renewing Enrolled Agents based on the new procedures it implemented in 2012. Here is the IRS update: As many of you know, the Enrolled Agent renewal period for SSNs ending in 4, 5, and 6 was delayed for 7 months while the IRS recomputed the fee and reduced it from $125 to $30. This delay interrupted the regular timeline of spreading renewals equally over a three year period. Additionally, many people delayed submitting new EA applications (Form 23) until the fee decrease was official. Oversight for processing enrollment applications and renewals transferred from the Office of Professional Responsibility to the Return Preparer Office beginning in FY12. We have been closely monitoring the inventory and working diligently to resolve the backlog. We want to share the current status with you: Renewals for SSNs ending in four, five or six - All correct and complete Forms 8554 submitted before November 28, 2011, have been processed and cards issued. All remaining Forms 8554 require further research. Renewals for SSNs ending in seven, eight, nine, or none - We will begin processing these no later than January 30, 2012. New applications on Forms 23 - We are working overtime to process the backlog created by the delayed renewal cycle. The Form 23 inventory should be current and back to the normal 60 day response time by January 30, 2012. Phone and email delays - We have diverted the majority of our resources to processing renewals and applications. We're attempting to answer all contacts as they come in, all phone and email inquiries will be worked by January 30, 2012. |

Well, I sent my application in online and paid it at the same time on Feb 10. I have still received nothing. I called and spoke to a gal in the office who asked me if have I received anything yet, I said no thats why I am calling, to check the status. She said then the status is they are still working on it. That was it!!! I stared at my phone in disbelief at her rudeness to me. Then I called back an hour later and a different person answered the phone. She actually checked on it and said it was in process now and I should get something in the mail within the next two weeks. That was three weeks ago and still nothing has come. I seriously dont want to call and get that same lady again but I am getting antsy to get some work done that I have lined up. Anyone else having to wait this long too?? |

My form 23 check was cashed on 2/7/12. At least you have spoke to someone that "dismissed you." Sorry, I am an unemployed accountant that is reinventing myself as well. I have multiple individuals and a couple of estates that "need me as an EA." I thought the whole idea of the EA was to bring the IRS and taxpayers together. I am guessing that the QPTP exam is stalling our applications. (which, is actually anti-productive for the IRS)
If anyone has any info, regarding this matter: New Applicant, Form 23 with no tax, criminal, personal issues.............. Form 23 check, Cashed by IRS 2/7/12 I passed all 3 SEE Exams on first try within 3 1/2 months......... Currently, I am handling my 2848 clients the "old-fashioned way." I sent in my enrollment renewal with a check in January 2012 (paper filed) and just got the renewal confirmation and my enrollment card... The first week of May. It took 4 months. OPR is backed up. The NAEA has issued a few alerts about this. |

I called the OPR on 5/16 and spoke to a lady that told me my application was received February 24th and the applications they are working on at that time were dated February 15th. I called today and they are still working on the applications from FEBRUARY!!! Wow! I have made a resolution that I will not shave my beard until I receive my license. Does anyone have a used hairdryer I can use for my beard since I have a feeling it's going to grow very long? |

I guess I'm very fortunate. I passed the third part of the SEE on 8/28/12 and electronically submitted Form 23 the same day. My credentials came back dated 9/11/12. Might be because they had just done the compliance check when I got my RTRP certificate on 6/29/12. |

I mailed mine in November 2012 and was told to include copies of the passing grade forms from Peometric. Supposedly, that helps speed things up if you includes your grades. they wont have to take an additional step to look them up. It's been about 5 weeks now, still waiting. |

This is a tough situation. I have read here and there that OPR is expanding its background checks possibly to include fingerprinting at some point. The background check for a lawyer is exhaustive and expensive. I hope OPR doesn't get that ambitious.
Anyway, I don't know whether anyone can answer your question right now because the context may be in flux. Eventually, though, they do have to give you a decision one way or the other. If they deny your application based on that old felony, you should consider appealing even if it means a lawsuit. Otherwise you will always have to disclose a denial on character grounds whenever a job or license application asks and that will be a major headache. If OPR does deny you, you should consult an attorney with experience in administrative law. Good luck and I hope it all comes out right. |

I'm in the same situation that you are. I too have a felony that is not related to breach of trust or desreptuable conduct which would lead to disbarment. From what I can gather and it is completely my own opinion, we have to prove to the OPR that our character is of good Moral turpitude and that we are capable of representing client without the risk of causing harm or dishonesty. I'm not one to deny my past. I can't change it so it is part of me pretty much like a scar that last your entire lifetime. You have to be within a certain mindset to be able to tell your story and to tell it with such boldness and conviction that other will recognize the change in your life. I wrote a detailed letter and sent in plently of evidence that I am not my past and that my life has taken on an entierly different direction. I have something to prove that other who have nothing that shows up in their past do not have to do. Reality is that we all have a past. Some better than other but we all have them. I'm a very spiritual person and I live by spiritual principals that govern my life now. I believe that when I sent my application in that my file will be given to the person that it needs to be given to that will recognize this change in my through the evidence that I sent in. So, take up your faith and stand strong that you are not your past because no one really is their past unless they choose to live their past in their present time. I have moved on and I'm assuming that you have moved on as well. As was recommended, if you are denied then you appeal. However, I recommend that you don't even enliven this thought. You are what you think. Vision what you want to happen and take the stance that is exactly what will happen. Even if it takes longer than someone who does not have to report their past, it is all the same. The goal is obtain the authority to call yourself an Enrolled Agent. Nmcea, I sent my application on 1/10/2013 and still waiting. Check cashed about a week later. 60 days today, so maybe in the mail tody. I'm probably the oldest person applying, or very close to it. Meanwhile, just prepare those tax returns. |

I submitted my application and payment online on January 11th. On March 1st, I called to see where I was in the queue position. I spoke with someone there who informed me that my application was received by their office on January 15th, and to give it another couple weeks as they were processing applications dated January 3rd. I just called today, March 12th. The guy told me another 2-3 weeks. I asked him where they were in their processing.....his response was, "We're now working on applications from January 4th."
So in 12 days, they've only moved ahead by one day of processing??? At this rate, tax season will be over by the time I receive my Enrollment Card. If and when I ever receive it, I'll update on this forum. |

Good thing you didn't submit it this coming December. At the rate they're going, they won't process December's applications until some time late in 2017. |

I submitted my application on Jan 10th via online pay.gov, and still have not received my tcard yet.
I called the EA help line on Mar 7th 2013,and was told they are working on apps from Jan 3rd. They told me to wait another 3 weeks before calling back. Hopefully I will hear something soon. |

I wouldn't worry. As since its tax season, is going to put everyone behind. Hopefully theres light at the end of the tunnel, since Im past the 60 days mark. But I heard it can take a lot longer again depending on staff work load and time of year. Good Luck! |

I called yesterday. The first person my call was transferred to stated she was out of the office for a week. I called back and was transferred to another agent and was put in their voice mail. I believe her greeting stated a reply would occur within 8 days, not sure. I'm at 68 days. C'est la vie. |

I checked the enrolled agent page at irs.gov, they are now saying wait 90 days before contacting them about an application. I submitted mine on 1/8/13 and still haven't heard anything. I tried emailing them, but zero response. I haven't bothered trying to call as it seems from other posts they are pulling dates out of thin air! :) |

I called yesterday and was told they are behind and will not start processing reviews for Form 23 until this coming Monday. They have until this Friday to finish up the renewal applications for the existing Enrolled Agents. |

I believe the person I talked to was Ms. Lewis. She said to call back in 4 weeks. She also said that if everything is ok with my application once they review it, it will be processed the same day. Meaning, I will be issued my enrollment number and mailed out that same day.

They will probably start processing new applications now, as they were busy with renewals that had to be approved by 3/31. I processed my renewal online in mid-January and received my new card 2 weeks ago. |

As far as I can tell, I filed my 1995 and 1996 tax returns late. Does the IRS go that far back when it comes to checking any non compliance filings or do they use a 10 year period as they do with felony convictions? Does anybody know? |

So far as I know, no one does know. I'm not even sure where the "ten years" comes from. I applied for enrollment in 2008. I had had an IRS lien against my house in Santa Fe for non payment of three years' taxes which I paid off in full in 1995. Nothing was said in 2008 about it, thirteen years later so I guess the ten year window was in effect at that time. Or maybe the fact that I paid it off and have been punctilious about my taxes ever since. |

I take that back. Actually, the ten years idea comes from one of the questions when applying for a PTIN. I had it confused with the felony question on Form 23. I'm still wondering whether they actually go that far back during the compliance check. |

Hey everyone, just wanted to follow up from my post on March 12, 2013. I called today and my EA was processed and approved on April 12, 2013. I submitted my application and payment online on January 11th and was received by the IRS on January 15th. I have yet to receive my enrollment package, but they told me it should arrive within 10-14 days.
So for those who submitted their application around mid-January, hang in there! |

I got my certificate and enrollment card on Monday! I submitted my application and payment online on 1/8/13. My issue date was 4/10/13, and the envelope is postmarked 4/11/13. So 92 days to process the application and rubber stamp the signatures.
I never did receive either a phone call or email in response to the couple messages I left last week. |

Well, I called the IRS today and spoke to Leslie and was informed my application was processed today and accepted. I will be receiving my card and certificate within 14 days.

Well, I submitted my Form 23 via pay.gov on February 25 (I finished the Part 3 exam just before the deadline ...). I noticed that the IRS website was updated last week, saying not to call until 60 days have elapsed (not the 90 days it said previously).
So, thinking that I'm getting really close, and that I've now waited more than 60 days, I called today and spoke to Leslie. She said that the examiners are still "4 weeks behind" and that I should not expect anything until mid-June. I pointed out that mid-June would be over 105 days, and she said "well, that's what the examiners are saying." So the wait goes on.... |

I called last week and she told me that I should wait another 3-4 weeks. From the looks of it based upon the responses of those saying when they filed their form 23 and when they received their tcard, they are processing the second week of January's applicant's now. That would put them 3 weeks behind. I am a tad bit nervous because I don't have a clean past. This means that there could be a possibility that my application will go into review which can take even longer with no date on just how long the process can take. My business is on semi-hold right now because I don't want to go through the entire process of finger printing process to become an ERO and possibly a second denial. I should have appealed the first denial but I was so distraught that I just ripped up the letter and threw it in the trash can. Being granted my tcard would give me fighting powers along with other accomplishments I have made since 16 years ago. In the mean-time, I have set up my company as an LLC, opened a business checking account, purchased Drake Tax software for 2013 tax season and established my home office. I even have clients which are patiently waiting for me to become an EA and have the ability to e-file their returns (for next tax season and for 2011 tax season).
So for me the wait may go well beyond mid-June. I just hope that come next tax season, I can officially open my tax practice and begin creating the future that I vision for myself. |

Can someone tell me if at the end of the process I'm denied enrollment as an EA for late filings, would I be able to continue practicing as an unenrolled return preparer or would they also deny/cancel my current provisional PTIN?
As far as I understand if my application were to be denied as an EA, I'd only be denied to practice before the IRS and I'll just go back to square 1, or not? Anyone, Please. |

I called and talked to Leslie. I told her I had submitted my Form 23 on Feb 25, and gave her my PTIN and name. She was able to confirm that I am an EA, and gave me my EA number. Yayyy! But -- get this -- they can't send out the card for another "few weeks." Why? Because the "Authorizing Authority" has changed (maybe the IRS Commissioner that was just fired and replaced??), and they need to have the new signatures before they can send out the cards and certificates! |

I got my enrollment card in the mail today, dated May 23. No certificate, though. Maybe that's waiting for the signature of the new IRS Commissioner?? Total time lapsed from submission on pay.gov to receipt of card: 110 days. Any bets on how much longer to get certificate (if they're even still issuing them)? |

Well I got the dreaded, "Your application will need further review which can take up to 60 days." I called and was told that I didn't pass the suitability test due to my past. So, they sent my application to Washington. As I've stated on the EA forums, I'm only being open about my life because I want other who may experience what I have to know the process. It was painful and tearful getting that letter knowing how hard I have worked these past 18 years to prove my suitability and still be told, "There's nothing you can do to prove your worth." I took a vacation to try to clear my mind and that didn't work either. I returned home broke, jobless and still trying to hold on to the little faith that I still have that change is coming. So, I sit and I wait for the final judgement to be passed down upon me again. At least I can say that I have formed my own tax practice and turned into an LLC. It's growing slowly but at least this year, I made 100 times the profit I made last year. That's good to hear, right? I'm going to keep fighting but I'm tired. I'm fighting a giant right now and if you are experiencing the same as me, you know what I'm feeling. Stay tuned for the next update. |
