If a non-spouse is the designated beneficiary and inherits a traditional IRA, does the IRA beneficiary get stepped up basis for appreciation of the pre-tax assets prior to death of the decedent or is it taxed same as it would have been to the decedent? Thank you.

Your second supposition is correct. This is IRD, Income in respect to the Decedent. However, check the rollover possibilities created by the PPA of 2006.
