Can anyone tell me if the capital gains tax rate is the same for the sale of rental property as for stock sales? I can only find information if there was a loss on the sale of the rental property.

Yes and no. For any depreciation taken on the rental property, that amount of gain is unrecaptured 1250 gain taxed at 25%. Any excess gain is taxed at normal capital gains rates.
